Oversized textures: Based on the object size and how the texture is wrapped around it, you should pick textures with a reasonable resolution and avoid the very big ones also based on your display resolution. Keep in mind that the textures will not be displayed with their full resolution at all times, in fact they will be scaled down because of mipmaps based on distance and other factors, as shown with these sliders. Just for reference, a maximum of 2K at 1080p is a pretty safe bet in terms of balance.
Charge's HD Texture Pack/other AI-upscaled texture packs: Mods upscaled with AI or other lazy techniques generally are not worth the resolution increase. Charge's in particular upscales files it shouldn't such as normal maps and glow maps, and has textures with major artifacting.
Fallout Character Overhaul: Multiple broken file paths which cause missing mesh triangles and pink textures. The installer auto-selects patches for mods you don't have installed and installs the Glowing Ghouls file which causes massive performance drops and save bloat. It doesn't cover every NPC in the game (Plus NPCs from the DLCs or mods), so any uncovered NPCs look very out of place. It requires the bLoadFaceGenHeadEGTFiles INI setting to be enabled, which causes performance loss due to generating NPC face textures on the fly in-game. It also overwrites many YUP fixes for NPCs, though these can be patched using FNVEdit. I recommend New Vegas Redesigned 2 Revised or Character Expansions Revised instead.

Fallout 4's world is littered with various clutter and other objects that help sell the believability of a post-apocalyptic wasteland. Unfortunately, many of these items were textured quickly and leave a lot to be desired.
Mod author HalkHogan created this amazing graphics mod that freshens up a ton of in-game objects with reworked HD textures. Just install the mod and it does the rest. No longer does one have to suffer through low-resolution eyesores.
In fact, SavernX's pack is so well optimized that his textures clock in at approximately half the size of the Bethesda HD DLC pack, while still looking a heck of a lot better. Weathering, rust effects and distressed fabrics look great, and can serve as an excellent base from which to add on other clothing and outfit mods.
One of the granddaddies of Fallout 4 graphics mods is undoubtedly FlaconOil's Complete Retexture Project. This heavy duty download includes redone textures, meshes and materials for most of Fallout 4's sprawling graphics content.

SavernX has released several texture packs for Fallout 4 in the past, but his latest Creature Pack is by far the most well rounded. SavernX has also wisely optimized each texture according to necessity. No more 4K textures for tiny objects that waste vital GPU memory. This ground-up approach makes the creature pack a mainstay for any Fallout 4 modder.
SavernX also turned his attentions towards Fallout 4's DLC packs, creating a texture pack that re-skins buildings, their interiors and landscape elements such as foliage with highly optimized alternatives.
There are a few Power Armor mods floating around that either give textures the HD treatment, or replace them altogether. Fallout Texture Overhaul Power Armors UHD 4K is one of the absolute best, featuring completely redesigned textures with a choice between 4K goodness and 2K balance, depending on your tastes.
Dead trees litter the devastated Commonwealth, and things are ugly enough without vanilla textures adding to the drabness. Vivid Fallout - Trees gives a massive boost in visual quality to Fallout 4's trees and stumps to create a more realistic landscape appearance.
One of the first steps to overhauling any game, be it New Vegas, Fallout 3 or Skyrim, is to update the textures for as many objects in the environment as possible. To that end, we installed a combination of NMC's Texture Pack and the OJO BUENO High Quality Texture Workshop. The largest version NMC's pack updates many in-game textures with 2K variants, and Ojo Bueno's mod ups the ante to 4K, and both packs do a great job of revitalizing much of the in-game world. If you're wary about framerate issues or overloading on too many textures, both mods have lower-resolution versions available. To upgrade the weapons, armor and miscellaneous clutter found throughout the wasteland, we installed Millenia's Weapon Retexture Project, Improved Heavy Weapons Textures by Tau34RUS, Macintroll's Wasteland Clothing Hires Retexture, and the Neat Clutter Retextures mod by Mental Gear.
To enhance our interactions with the various NPCs throughout New Vegas, we installed Drumber's excellent mod, the Fallout Character Overhaul. These files reshape and retexture almost every NPC you'll encounter, from Sunny Smiles and Easy Pete to each Poweder Ganger and Fiend. It also includes a "Playable Races" option which can be activated if, instead of a boring "normal" person you want to experience life in New Vegas as a Ghoul or mutated human. Another great option for revamping the in-game characters is FNV Redesigned, which gives the NPC character models a softer, more realistic quality. For our non-human (or formerly human) friends, we also installed Ghouls Hires Retexture and Securitron Hires Retexture (both from Macintroll) and the Improved Robots Texture Pack by Tau34RUS.
On top of all these extra texture mods and new character models, it's easy to add some extra detailed flair to the Mojave desert. As in Fallout 3 and Skyrim, a must-have mod is the Wasteland Flora Overhaul by Vurt. This mod adds more than 100 different trees, grasses, shrubs and other types of plant life to the vast expanse of the area surrounding the New Vegas Strip. In order to make the Strip itself seem more realistic and lively, we also installed The Strip Open by users Schizofriendlia and MoBurma - what this mod does is it removes the gates between each area of the NV Strip in the vanilla version of the game, allowing it to be one continuous street instead of three separate areas.
In addition to updating the textures, the biggest - and potentially most intimidating - aspect of revamping New Vegas is adding a new lighting system. Starting with the base files for Boris Voronstov's ENBSeries, which modifies how the game renders light and visuals relative to the game's camera, we can then add one of dozens of ENB presets created by the community. The image above showcases the Midhrastic ENB preset, which was technically designed for Fallout 3 but still works with FNV, which gives the wasteland a warmer color palate and softens the inensity of in-game lighting and depth of field (which tells the camera what to focus on).
Anisotropic Filtering (AF) is a texture filtering technique designed to improve the clarity of textures that are displayed at an angle to the screen, such as those covering the ground or walls when looking down a corridor. The available options here are Off, then a range of sample rates starting at 2 all the way up to 15. The higher the sample rate used, the crisper and more distinct surfaces will appear as they recede into the distance, at the cost of some performance. A screenshot comparison is provided below to demonstrate the difference between the two extremes of Off (minimum) and 15 Samples (maximum). As can be seen, when AF is disabled, the textures from around the middle distance onwards become blocky and blurry. However when 15 Sample AF is enabled, the stone wall to the left, the road, and even distant landscapes show much more detail, looking far more realistic than the blocky mess which appears when AF is disabled. Since some of the textures in Fallout: New Vegas are of relatively low resolution to begin with, it is strongly recommended that you use some level of AF, preferably 4 Samples or higher. 2b1af7f3a8
